What You Need Before You Start
Whether you're the buyer or the seller, ownership transfer in the UAE goes fastest when both parties show up with everything ready. In most Emirates you'll need:
If the car still has an outstanding bank loan, there's one more document you'll need — a liability settlement letter. We cover that below.
The Step-by-Step Process
- Settle any fines or violations. Outstanding traffic fines on the vehicle usually have to be cleared before the transfer is processed.
- Get a vehicle test pass at any approved testing centre if the current one has expired.
- Buyer arranges insurance for the vehicle under their own name — this is required before the visit.
- Visit an RTA-approved service centre (or use the RTA app/website in some Emirates) with both parties present, or with a signed authorisation letter if one side can't attend.
- Pay the transfer fee and receive the new Mulkiya and plates (if the buyer is switching to their own plate).
Tip: Many Emirates now let you start the process through an app (like RTA Dubai's smart services), which cuts the in-person visit down to a quick verification step — often under 30 minutes at the counter.
What If the Car Is Financed?
If there's still a bank loan on the car, the bank holds the Mulkiya until the loan is settled. To transfer ownership you'll need:
- A liability letter from the bank confirming the outstanding balance
- Either full settlement of the loan, or the buyer taking over the financing (bank-dependent)
- A No Objection Certificate (NOC) from the bank once it's cleared
This step alone is what causes most delays when people try to sell a financed car privately — banks can take days to issue the paperwork, and buyers are often unwilling to wait or handle the coordination themselves.
The Easiest Way: Skip the Paperwork Entirely
When you sell to CashAutoUAE, we handle the entire ownership transfer for you, free of charge — including settling any outstanding bank loan directly with your lender. Most of our customers complete the whole process, from first message to cash in hand, in under a day, with the transfer itself taking as little as 30 minutes at the counter.

No — outstanding fines against the vehicle typically need to be paid before the transfer is approved, since the system won't let a new owner register a car with unpaid violations attached.
